Hydrologic Sciences Faculty Committee Meeting Minutes March 19, 2002 (Room 386 NEB) 1. Admit new faculty Jim Jawitz (Soil and Water Science), Bill DeBusk (Soil and Water Science), Lena Ma (Soil and Water Science), Roger Nordstedt (Agricultural and Biological Engineering), Rafael Munoz-Carpena (Agricultural and Biological Engineering), Jasmeet Judge (Agricultural and Biological Engineering), Jean Claude Bonzongo (Environmental Engineering Sciences), and John Jaeger (Geological Sciences) were admitted to the HSAC. 2. Faculty Committee Elections John Warwick (Environmental Engineering Sciences) was elected to serve as the Surface Hydrology representative to the Faculty Coordinating Committee for academic years 2002-2004. John White (Soil and Water Science) was elected to serve as the Hydrologic Chemistry representative to the Faculty Coordinating Committee for academic years 2002-2004. Mark Brown (Hydroecology Representative) will take over as Chair of the Hydrologic Sciences Academic Cluster beginning in Fall 2002. His term will last through academic year 2003-04. 3. HSAC colloquium petitions Suzanne Kish petitioned to use ENV 5581 (Environmental Field Methods) to satisfy the Hydrologic Analysis and Techniques requirement. Petition was approved. Shane Williams petitions to use CWR 6275 (Hydraulics Lab and Field Practice) to satisfy the Hydrologic Analysis and Techniques requirement. Petition was approved. Shane Williams petitions to use URP 6542 (Urban Land Economics) to satisfy the Hydrologic Policy and Management requirement. Petition was approved Daniel Crawford petitions to use LAW 6930 (Air and Water Pollution Control Law) to satisfy the Hydrologic Policy and Management requirement. Petition was approved. It was agreed that in the future student petitions will be sent to the
member of the faculty coordinating committee responsible for the appropriate
subject area for approval. That faculty member will make a decision
and notify both the student and the HSAC Chair of the outcome. Petitions
will no longer be brought to the entire faculty for approval.
4. Curriculum Additions: ENV5518 (Environmental Field Methods) was approved to be added to the list of courses which satisfy the Hydrologic Analysis and Techniques requirement. GLY 6826 (Hydrogeologic Modeling) was approved to be added to the list of courses which satisfy the Hydrologic Analysis and Techniques requirement. ABE 6254 (Simulation of Agricultural Watersheds) was approved to be moved from Surface Hydrology to Hydrologic Analysis and Techniques. Clyde Kiker will investigate whether URP 6542 (Urban Land Economics) should be added to the list of courses which the Hydrologic Policy and Management requirement. 5. Course Teaching and Scheduling It was agreed that the faculty representative for each of the 6 subject areas in the HSAC will convene a sub-committee to look at course teaching and sequencing in that subject area. The sub-committee will obtain the course syllabus (electronic, if possible) for all courses which satisfy the requirement, and obtain information on how often (which semester, what frequency) the course has been taught over the last 5 years. The sub-committee will establish guidance for course sequencing for students who wish to focus in the study area, as well as recommendations for introductory level courses for students who are not focusing in the study area. These individuals will be sending out emails inviting people to join their sub-committees. 6. Formalizing the procedures for email voting, reconsideration of quorum The procedures for email voting and establishing a quorum were discussed.
It was agreed that we would expand the definition of “meeting” in the by-laws
to include electronic meetings, with voting conducted by email. Two-thirds
of the faculty must vote by email to constitute a quorum. HSAC faculty
are expected to vote in email elections if they wish to remain members
of the Cluster
7. Colloquium Coordination for 2002-3 Mike Annable agreed to coordinate the HSAC colloquium for academic year
2002-3. He will be conduct the colloquium the same way as it has
been conducted over the past several years, i.e. the HSAC will host 1 or
2 speakers of its own, and then partner with other depts. and centers for
the remainder of the speakers. Please let Mike Annable know if there
are other speakers you would like the HSAC to bring to campus next year.
We have access to a small amount of money that can probably cover the cost
of 1 or 2 speakers.
8. CUAHSI Update The activities of CUAHSI are continuing to gain momentum. The time to submit critical science questions to CUAHSI for inclusion in the Science Plan is growing short. Jon Martin has already sent in a critical science question from UF-HSAC concerning karst hydroecology. It may be a good idea to submit another question from UF on coastal problems (ground water discharge to estuaries, salt water intrusion, coastal wetlands etc.) Is there anyone willing to take the lead on this? The CUAHSI Hydrologic Information Systems Committee is conducting a survey of information needs from the hydrologic community. The survey has now been put on line at http://www.iihr.uiowa.edu/~cuahsi/his/ . Please visit the web site and fill in the survey as soon as possible. The HIS committee will be compiling these results for a presentation at the Spring AGU Meeting. 9. Water Institute Update The Water Institute Task Force has been meeting biweekly since the beginning of the semester, and is nearing the end of its deliberations. A draft report on recommendations for the formation of a University-wide Water Institute will be circulated to interested faculty (including HSAC faculty) soon. Please take a look at the report and send your comments to either John Martin or Wendy Graham. The report will be delivered to VP Martin and Deans Khargonekar and Sullivan by the end of the semester.

1. Admit new faculty Mark Brown was nominated to be the Hydrologic Ecology representative on the faculty coordinating committee for a 3-year term beginning Fall 2001. Wendy Graham agreed to contact Mark to see if he is willing to serve in this capacity, particularly given the fact that the hydrologic ecology representative will take over as HSAC chair beginning in Fall 2002.2. Faculty Committee Elections Clyde Kiker agreed to be nominated as the Hydrologic Policy and Management representative on the faculty coordinating committee for a 3-year term beginning Fall 2001. An email ballot will be circulated for a faculty vote, assuming that Mark Brown agrees to be nominated! Evan Shane Williams petitioned to subsitute 1 wetlands seminar and 1 EES dept seminar for 2 of the 3 HSAC colloquium credits. It was brought up that at the last HSAC meeting it was agreed that all Ph. D. students would be allowed to substitute up to 2 seminars, therefore a formal petition is not required. Wendy Graham will inform Evan Williams, as well as all other HSAC students, of this possibility.3. HSAC colloquium petitions Wendy Graham agreed to coordinate the HSAC colloquium for one more year. Since George was not there to discuss the course content it was agreed that we would circulate his course syllabus to the HSAC faculty and vote by email on including it in the curriculum.5. Curriculum Addition: Jennifer Jacobs reviewed the HSAC by-laws concerning membership and chairmanship of the HSAC faculty coordinating committee. Our elections have gotten a little off-schedule according to the by-laws due to faculty leaving UF before the end of their terms. If this schedule is followed the appropriate person would become chair of the HSAC after 1 year of the 3 year term is complete. The by-laws will be amended as necessary to reflect these changes. It was announced that the Soil and Water Science Dept would like the HSAC to participate in its annual Graduate Research Forum which will be held Sept 7, 2001 in the Reitz Union. It was agreed that we would encourage our students to participate and could probably guarantee 1 or 2 oral talks and about 6 posters. Todd Osborne HSAC student representative will be coordinating this effort.7. Graduate Research Forum Bill Wise is interested in coordinating an HSAC NSF-IGERT proposal effort and a USDA-NNF proposal effort. Jon Martin, Clyde Kiker, Wendy Graham, and Jennifer Jacobs agreed to help. It was also suggested that Joann Mossa be recruited to help so that we would have 2 representatives from each college (engineering, ifas, liberal arts & sciences)8. NSF-IGERT and USDA-NNF Fellowship Opportunities The proposal to NSF for the University Consortium for the Advancement of Hydrolgic Sciences (UCAHR) was discussed. We have been contacted to determine whether UF would like to participate as a founding member. Wendy Graham will attend the informational meeting at the AGU meeting this month in Boston and express (verbally) HSACs interest in joining. As more details develop we will contact the Deans of the 3 colleges and Win Phillips to get their approval and help with the $2000 initiation fee. NSF Consortium John White suggested that the syllabi for all HSAC courses be linked to the HSAC web site. He will look into the most efficient means of doing this.10. 3. Revision of by-laws. The faculty briefly discussed the problem related to the coordinating
committee faculty rotation. This issue will be further investigated
and proposed changes will be circulated for a vote at a later meeting.
4. Update on the proposed Water Institute. No news on progress regarding the submitted proposal. Individuals agreed to make inquires to determine the status of the proposal. 5. HSAC Colloquium 2000-01 Wendy Graham will help Kirk Hatfield in coordinating the Colloquium next year. The goal will be to have approximately one seminar per month. 6. Karst Hydrology meeting. Jon Martin passes out an early announcement of a meeting planned for March 6-10, 2002 "Karst Frontiers: Florida and Related Environments". This meeting is currently sponsored by the Karst Water Institute and the University of Florida. The HSAC will plan to participate in this conference.

proposal for the Hydrologic Sciences Center. The members agreed to
move forward with an effort to establish a Water Institute at the University
of Florida and the proposal was revised appropriately. The members
agreed to move forward with the proposal and make future comments and changes
via e-mail.

Students Graduating with HSAC designation in Fall 1998: Xavier Foussereau, Ph D., Soil and Water Science Again, if you know of additional students who are enrolled in the HSAC, or additional students who have recently graduated please let me know so we can keep our records current. New opportunities from the Florida Center for Water Resources: 1) U.S. Geological Survey - Water Resources Research Institute Internship Program Internships funded by the U.S. Geological Survey are available through the Florida Water Resources Research Center (WRRC). This program is part of the U.S. Geological Survey (USGS)- Water Resources Research Institute Internship Program, which provides undergraduate and graduate students with career-enhancing field, laboratory, and research experience through participation in USGS activities as interns. Both undergraduate and graduate students are eligible to participate in the program. Students must have completed one year of college, be enrolled at an accredited U.S. college or university, and be making satisfactory progress toward a degree. Additional details about this announcement and application forms are available from the Florida WRRC at the address below. Specific positions in the Ft. Myers and Miami offices are described below. These are summer (or longer) positions, and the closing date for applications is APRIL 15, 1999. Additional positions will be advertised as they become available. 2) Water Resources Research National Competitive Grants Program
The U.S. Geological Survey in cooperation with the National Institutes for Water Resources and the Nebraska Water Resources Center has issued a request for applications (RFA) for matching grants to support research on non-point source water pollution and water use. A total of $1 million is available for research under this program. At least $500,000 is to be spent on topics addressing non-point source pollution. The remaining funds are to be focused on research in the area of water use. Any investigator at an institution of higher learning in the United States is eligible to apply for a grant through a Water Research Institute or Center established under provisions of the Water Resources Research Act. Proposals involving substantial collaboration between the USGS and university scientists are encouraged, especially on proposals addressing non-point source pollution. Applications may be for projects of 1 to 3 years in duration and shall not request total federal funds exceeding $250,000 per project. Successful applications must match each dollar of the federal grant with one dollar from non-federal sources. The application closing date for proposals submitted to the Nebraska Water Resources Center by the Director of an Institute or a Center is April 30, 1999. Accordingly, the closing date for proposals submitted to the Florida Water Resources Research Center is April 19, 1999. In accordance with the by-laws the chair position will rotate to the faculty member representing Surface Hydrology in August 1998. There, if elected, Mike Annable will serve as HSAC Chair for the period 1998-2000. An email ballot will be distributed for faculty members to vote on the above nominations. 5. HSAC Colloquium Kirk Hatfield (Civil Eng.) agreed to serve as the colloquium coordinator for academic year 1998-99. It was agreed that Kirk would pursue establishing a new course number for the colloquium. The new colloquium course will be offered each semester in the Colloquium coordinator's department. Attendance by colloquium students will be monitored, and grades will be assigned by the colloquium coordinator. It was agreed that each department represented in the HSAC will provide one speaker for the colloquium in 1998-9. Kirk will coordinate the colloquium and publish the times and locations of the lectures by email and on the website. 6. Plan of Study Petitions A blanket petition to allow the Groundwater Remediation course that is being offered in Summer 1998 to count as a core course for the Analysis and Techniques category was passed. 7. Center for Hydrologic Sciences The possibility of reviving the proposal for the Center for Hydrologic
Sciences was briefly discussed. It was decided that a revised proposal
would be circulated by email to the HSAC faculty for input. Lou Motz,
Director of the Center for Water Resources, and Suresh Rao, Director of
the Center for Natural Resources, agreed in principal that these
Centers could jointly provide administrative support (i.e. mailbox,
phone, file cabinet for student records) for the Center for Hydrologic
Sciences.

The following petitions for variances in plans of study were denied: Students will not be allowed to use the two hour special offering of FOR 5626 (Forest Water Resources Management) that was offered in Fall 1997 as their core course in Surface Hydrology. These students are encouraged to take the Wetlands Hydrology course that will be offered in Summer 1998. 3. Mechanism for admission of students to HSAC All students must submit their supervisory committee form and plan of study to the Chair of the HSAC. These documents must indicate that they wish to be admitted to the HSAC and must be in compliance with HSAC guidelines (see web page for guidelines). Upon satisfactory receipt of these documents they will be admitted to the cluster. Petitions for variances from the published HSAC course guidelines must be submitted by the student's major advisor to the Chair of the HSAC. The Chair will then send out the petition out by email to the Hydrologic Science Faculty Coordinating Committee for a vote. Upon receipt of a simple majority vote in favor, the petition will be approved. 4. Currently enrolled HSAC students. The following students are currently officially enrolled in the HSAC. Any student not on this list must submit a supervisory committee form and plan of study to the Chair of the HSAC. Upon approval of these documents the student must also submit a revised supervisory committee form to the graduate school indicating affiliation with the HSAC. Soil and Water Science: John

to the list of electives for Hydrologic Chemistry.
6. HSAC Colloquium The HSAC Colloquium is in desperate need of re-invigoration. Bill Wise (Environmental Engineering Sciences) agreed to serve as the HSAC Colloquium Coordinator for the remainder of academic year 1997-1998. Bill's role will be primarily as advisor to a student committee (chaired by Mike Von Valkenburg) who will generate ideas for potential speakers. The short-term goal of the Colloquium is to obtain 6 outside speakers (one per focus area), and 3 local speakers per academic year (i.e. at least one Colloquium lecture per month). Ultimately more frequent lectures are desirable. At the present time the only scheduled HSAC Colloquium lecture for the Spring 1998 semester is the Darcy Lecture on Wednesday March 4th. HSAC students or faculty members will be asked to give 3 additional Colloquium lectures if outside speakers cannot be found. Master's students should sign up for one hour of special topics under their major professor, and are expected to attend the HSAC Colloquium for a full academic year. Ph.D. students should sign up for two hours of special topics under their major professor, and are expected to attend the HSAC Colloquium for two academic years. However all faculty and their HSAC graduate students are strongly encouraged to attend all HSAC Colloquia as this is one of the only mechanisms we have for ongoing interaction between HSAC students and faculty. 7. Faculty coordinating committee. Ken Campbell's and Wendy Graham's terms on the Faculty Coordinating Committee officially expired at the end of academic year 1996-1997. However, since elections were never held to replace them, they both agreed to continue to serve on the Faculty Coordinating Committee for the remainder of this academic year. The current Faculty Coordinating Committee membership is as follows: Subsurface Hydrology: Jon Martin (Geology, term expires at end

Elections will be held in April to replace all members whose terms expire at the end of 1997-1998. At that time the Chair of the Committee will rotate to the next focus area as specified in the by-laws. 8. Proposal Opportunity The upcoming USEPA/NSF/USDA Water and Watersheds grants program was briefly discussed. Proposal guidelines specify an inter-disciplinary systems approach with a significant socio-economic thrust. Please see Web announcement at http://es.epa.gov/ncerqa/rfa/wshed.html. This seems like an opportunity that should not be missed. Please let Wendy Graham know if you are interested in participating in this proposal. 9. HSAC Home Page The Center for Natural Resources is now maintaining a web page for the HSAC. The current curriculum requirements, HSAC by-laws, and composition of the faculty coordinating committee are all currently published on the home page. A list of currently enrolled HSAC students and scheduled HSAC colloquia will soon be added. Faculty will be asked to provide information for a personal page linked to this home page. Bill Wise agreed to help with the maintenance of the web page. Joe Delfino agreed to provide OPS $$ in support of the web page. 10. Next faculty meeting. The next HSAC faculty meeting will be held in April. Time date and location to be announced. April 23, 1996 Meeting Summary Current Faculty Coordinating Committee Suresh Rao (Hydrologic Chemistry) and Dan Spangler (Subsurface Hydrology) completed their three year terms on the HSAC Coordinating Committee. Elections were held to refill their positions. The composition of the new Faculty Coordinating Committee is summarized below:
